Abstract: Examines how federal law excludes residents of U.S. territories from full participation in key social welfare programs, including Medicaid, SNAP, and Supplemental Security Income. It argues that these exclusions produce a system of territorial exceptionalism that undermines social citizenship for millions of American citizens. By analyzing statutory design, financing mechanisms, and constitutional doctrine, the article situates territorial inequality within broader debates over federalism, race, and the American welfare state.
