Abstract: Governor Crozat explains the need to build a new Manila galleon because existing vessels were unavailable or unfit, describes construction of Nuestra Señora del Rosario, San Francisco Xavier y Santa Rosa at Cavite, and recommends General Tomas de Endaya for his shipbuilding expertise and economies achieved.
