Abstract: KPress Vol. 11 Iss. 03: NEWS: Pohnpei, FSM—Charges against Ansper George related to the attack on two Seventh-day Adventist missionaries were dismissed after Assistant Attorney General Ira Shifflett conducted an independent review and determined insufficient evidence to proceed, with dismissal confirmed at a January 6 court hearing, while investigators continued to focus on another suspect amid limited public disclosure; the attack involved SDA teachers Krystle Haugen and Kathleen Schaefer, who were assaulted during morning exercise by a man whose face was partially obscured, prompting changes to school policies governing off-campus excursions and renewed scrutiny of witness cooperation; fisheries governance reporting from the Western and Central Pacific Fisheries Commission’s Seventh Regular Session in Ko Olina, Hawaii, notes partial progress on conservation measures, including adoption of a 10 percent reduction in North Pacific striped marlin harvests north of the equator, approval of a new shark assessment and research program, agreement on a Cook Islands Special Management Area in the Eastern High Seas Pocket, and development of a strategy to create a new conservation and management measure for bigeye tuna in 2011, while the Commission failed to reach consensus on limiting purse-seine vessel numbers and acknowledged that existing measures reduced adult bigeye harvests but not juvenile bycatch associated with fish-aggregating devices; OPINION / EDITORIAL: commentary centers on governance and improvement of the College of Micronesia–FSM, including exchanges of letters between the Board of Regents chair and stakeholders discussing institutional direction, standards, and reforms
